Account debited but cash not dispensed by ATM

Date 10. 11. On 2015 I processed with the ATM card of SBI to withdraw Rs 5000 from the ATM booth of Bank of Baroda Srinagar Garhwal, District -Pauri Garhwal, Uttarakhand. During this time 5000 rupees were deducted from my account , but I did not receive the money through the machine.I also complaint same date this regards to my service provider Bank (SBI ) Help Line Number . This time have 19 digit -Card no-  and my atm card no is -6220181057900004994 .  that complaint nomber is AT-429221179645 . dtd -10.11.15 of bank  intimated to me by sms that your transaction  is successful   then after dtd 14.11.15  I written complaint ATM holder bank, Bank of Baroda in Srinagar Garhwal Branch. I had requested  to seen and inquiry to CCTV Footage. I have  also complaints  copy .  I had also complaint this regards in our service provider bank branch in many time burble and written, but not solutions in my complaint till date.After which in this reference  21. 09.2019   I  An online complaint was also registered in the RBI complaint management system, the number of which is -201920016001957, but there is still no solution from there  Please find out my problems. Please sollution my problem and take action in refund  amount to my  Bank account-30765542189.
